Neighbor purposely messing with fence dogs can get out

Hi! This is my second time trying to post this so if I did a double post, I am sorry.

I'd like to start by saying that I live in a HOA neighborhood and have not once made a complain since my husband and I have lived here. This however may be the first time I have one.

There are some damaged fence panels in our backyard 2 to be exact and they happen to be next to each other. They are hopefully being replaced this weekend we are trying to get to it! There is enough room for Cosmo to squeeze out of the yard if he'd like and enough room for Bronco to stick his entire head out of the opening. 

Until the panels get replaced, we have placed large bricks near the area that is open. Apparently, the bricks have been removed multiple times from that part of our yard I hadn't notice but my husband did. The dogs cannot move these bricks Cosmo for sure cannot and Bronco not so much either.

We have one of our cameras facing the side of our home so we can see that street and part of yard. There is a lady that we noticed who goes on walks daily and she is the one who is taking the bricks from our yard. What she does is she pulls them through the opening and leaves them on the outside of our fence? 

It is so strange and somewhat frustrating because she has seen us walk Bronco before, so she knows we have a dog in our home. I still haven't figured out which house she lives in before bringing this to HOA I'd like to have a talk with her.

For those of you who have lived in HOA would you say forget having the talk and just make a complaint and show the footage ?
